New York City’s Periodic Inspection of Parking Structures (PIPS) program requires routine structural inspections of all parking garages to ensure they remain safe and well-maintained. Established under Local Law 126, the rule mandates six-year inspections, detailed reporting, and timely repairs when deterioration is found.

Inspection Requirements

Parking structures must be inspected every six years by a Qualified Parking Structure Inspector. Duffy evaluates visible signs of deterioration, corrosion, cracking, material loss, and structural movement to identify conditions that could compromise long-term performance or immediate safety.

Inspection Report & Classification

Following each inspection, structures are assigned one of three classifications: Safe, Unsafe, or Safe with Repairs and Engineering Monitoring (SREM). Duffy prepares a clear, detailed report outlining findings, required repairs, and monitoring protocols aligned with DOB requirements.

Maintenance & Repairs

If classified as Unsafe or SREM, owners must complete corrective actions within DOB-defined timelines. Duffy develops practical repair scopes, coordinates temporary shoring when needed, and establishes ongoing maintenance programs to extend the structure’s lifespan and prevent further deterioration.

Filing with the DOB

All inspection reports must be submitted to the NYC DOB. Duffy manages the full submission process and remains available throughout the DOB review to help owners maintain compliance and avoid penalties.
